Havering residents are not provided with wheelie bins for rubbish collection. Instead we are faced with the dilemma of deciding if we put the rubbish out too early it gets ripped up and strewn throughout the streets or alternatively missing the collection altogether if we decide to put the rubbish out in the morning.
