Birmingham in the West Midlands is well known for car-centric planning and 'Spaghetti junction'. But things are changing, and Birmingham now plans to reduce traffic by preventing through car journeys in the city centre. York has also recently announced plans to ban cars from the city centre. 

If Birmingham can do it, why not Harrow?
