Harbor Pointe Resident Petition 2023

The Issue

To the Pontis Harbor Pointe Management Team:

We, the undersigned tenants of Harbor Pointe, petition the Harbor Pointe Management team to address and resolve the resident concerns below.

Fire Alarms

Details
Frequency of false fire alarms (aka. nuisance alarms)
Lack of clear communication from Pontis
Health and safety risks for residents
Multiple red fire alarms in each apartment that amplify sound at a decibel level of 120 and flashing lights. Which we are subjected to for far more then 8 minutes at a time.
Resident-Suggested Solutions
Reducing sensitivity of fire alarm system to minimize false alarms
Communication from Pontis regarding a clear reason for fire alarms and an action plan to fix issue
Replacement of fire alarm system or broken sensors
If alarms are triggered by smoking, enforce no-smoking policies with more than just emails

Security 

Details
Broken, unlocked, or otherwise unsecured entrances to buildings along with broken card scanners
Car break-ins on community property and in parking garages
Unclear understanding of community security guards’ role and presence 
Mail/packages being stolen
Unwarranted solicitation (i.e. Optimum)
Lack of security cameras in apartment buildings and parking garages
Car racing in and around the community 
Resident-Suggested Solutions
Broken Doors & Scanners
Repairing all doors and scanners 
Security Guards & Cameras
24/7 community security
Installation of additional security cameras in and around community property (i.e. entrances, mail areas, hallways, garages)
Clear communication of security team’s role and responsibilities
Clear communication of personal security camera guidelines
Mail / Package Delivery
Additional package concierge storage
Repair of package concierge notfication system so residents are aware of packages in lockers
Pontis representation to put packages into package concierge lockers regularly
If lockers are full, Pontis staff to receive or bring packages into leasing office and notify resident that package has been received

Pontis Communications

Details
Same-day/short notice of significant maintenance repairs
Lack of communication around Pontis management transition from Greystar
Resident-Suggested Solutions
Advance notice (1 week) when possible of any maintenance work that affects resident life
Clear, proactive communication about community or management updates

Enforcement of Community Rules 

Details
Smoking / Drug Use on community property
Excessive trash in hallways, parking garages, etc.
Dog urine and feces not properly cleaned by owners
Residents walking dogs in courtyard, garage, and other areas that do not allow dogs
Resident-Suggested Solutions
Monitoring of community grounds with cameras and security patrolling  
Institute repercussions (i.e. fines) for those who break community rules

Maintenance & Cleanliness

Details
Harbor Pointe emergency phone number directs to machine/voicemail
Delays in response to maintenance requests
Reduced cleanliness in and around the community
Third-party vendors for maintenance, cleaning crew
Resident-Suggested Solutions
Quicker response times for maintenance requests
Regular cleaning of community property 
Human-operated emergency line

Shuttle Maintenance & Schedule

Details
Changes in shuttle schedule without communication 
Concern about regular maintenance of shuttles
Excessive noise and extremely bumpy ride 
Some drivers are driving recklessly
Shuttles need regular cleaning
 Resident-Suggested Solutions
Repairs or replacement of shuttles
Mandatory training for drivers
Regular cleaning of shuttles

Resident Parking

Details
Parking behind B3 across from dog park was previously available for tenants, within last 2 months has been heavily ticketed with no warning from Pontis
Removed approx. 10-15 available spots
Limited B3 street parking
Assigned parking not enforced - non-residents frequently park in assigned spaces that residents pay for
Resident-Suggested Solutions
Pontis to communicate resident concerns to city and lobby Bayonne to allow parking
Security or other Pontis representative monitor parking garages and penalizing cars/people that do not have parking garage pass
If Pontis is alerted about parking garage concerns, response is made in a timely manner
 

Amenities

Details
Conservice service fee of $4.65 monthly for invoice/bill preparation (excessive/high)
Reduction/removal of amenities without prior communication (i.e. 24/7 security, package concierge process)
Poorly and unprofessionally maintained gym equipment (i.e. treadmills)
Pool not properly maintained
Cabana area should not be an extra charge for residents and if so they should add umbrellas as an option for the poolside chairs
Grills and lighting often does not work in courtyard areas
Resident-Suggested Solutions
Notification of changes in amenities or if no longer offered
Ability to opt in/opt out of amenities
Maintain amenities regularly. Do not wait to be notified by residents before assessing whether amenities work. Simply have regular maintenance checks to ensure amenities are working.
