HAMPSHIRE POLICE ALLOW PROCEDURALLY ILLEGAL TICKET AGAINST CHILDREN TO GO THROUGH
The Issue
The Issue
The DVLA have proof of this. They don't want us to know this system is being abused.
Misconduct in public office is at the time of the offence. Retrospective legislation doesn't change this.
This is probably the biggest test case ever as we accept motoring conviction without going through the courts. This is a case where only one child ever get legislation this passed against them . This isn't ever meant to happen and wasn't meant to be found out. An procedurally unlawful ticket
Over 400 MPs and Lords had evidence I believe is massively different . Our children are canon fodder and we vote for these people.
At the heart of this is adult fixed penalty notice (FPN): Issued to a child that was never meant to go through the courts or ever be found.
This case centres on retrospective procedural legislation applied to a child, alongside a shifting legal timeline has been rewritten after the fact on a system only meant for adults.
Instead, it was allowed to bypass due process entirely. What was deemed “guilty” in 2023 has only been made to fit that conclusion through legislation introduced later, specifically in March and May 2026.
No child should ever not be processed correctly through the courts. This takes 3 to 8 months when processed correctly.
Applied for 2.5 years as a child or 5 years as an adult, when processed incorrectly. This system does not correct this, if an error is made.
Devastating for every child processed incorrectly and the system doesn't even keep numbers or correct this. Why?
How many children have always been innocent and not needed retrospective legislation to make them guilty according to timelines. An absolute disgrace that a single child is bypassing the courts. A system that doesn't protect our children.
6 penalty points issued for riding an e-scooter to a minor. These officers explained to me that my child had ridden past them and that the consequences of not accepting these point would be more severe, if it went through the courts. Officer's have to speak to the parents when tickets are issued. They lied.
They didn't tell me that it would take 3 years to make him guilty, when they issued the ticket and the law would need to be changed backwards to protect these officers. These officer's lied and committed misconduct in public office.
These officer's were aware of his age as we talked about this The children who saw this explained this child was walking with this escooter and these officer did not see him riding this. They used a loophole in the system to not fet caught.
The professional standard outcome appears to confirm these officers did see him riding this. They didnt according to the bodycam footage and the children that witnessed this.
Who's drone footage is this? Did this police force write to every drone operator in the UK to make this child guilty? This adult fpn wasn't ever meant to be found? They put it through to not get found out.
The system itself requires mandatory date-of-birth checks by police officers for motoring offences. This is explicitly recorded on the penalty notice. Yet, despite this safeguard, the system doesn't check this when they are processed. Procedural illegal tickets has this become a loophole being abused by police officers?
Police officers are generally held in high regard, are they now, if they need retrospective legislation, and mistakes are often dismissed as procedural errors. But this was not a minor oversight. This was a procedurally illegal ticket.
There was ample opportunity to act, This police force had over a month to cancel this ticket and process this correctly. I provided identification as he was a minor and was acting on his behalf. Hampshire police allowed this to go through because these officers abused the system.
Instead, a wide range of authorities became involved: These included
Police Professional Standards
Police Commissioner- they are meant to oversea police forces and are meant to make them accountable.
Independent Office for Police Conduct (IOPC) according to an email this was a test case before this was investigated.
MPs and over 400 MPs and Lords had this information . They wouldn't do this their own children.
King’s counsel, Barristers and 3 legal representatives didn't pick this up.
Despite this, no one is deemed to have done anything wrong because the framework has been altered. With a different story to the evidence to tell a different story.
For nearly three years, the position remained not guilty. Then, timelines shifted. New legislation was introduced, including extended 18-month timelines. This was weeks after a out of time judical review. and involving primary drone footage, passed in March and May 2026.
Critically:
The original account was accepted in June 2023. Evidence was withheld during the complaint process and afterwards
Key evidence was destroyed before reaching the IOPC. Why won't the DVLA release an important email. My family spent over 4k trying to get an email written about my son from an MP. This appears to allow him to get these points removed. This was written in November 2023
The result? A child received 6 penalty points, based on a process that originally operated under a 6-month timeline, later expanded to fit a new narrative. If processed correctly this would have been finished and legislation wouldn't need to be changed.
The question remains:
I explained clearly to legal representatives that my child had briefly ridden the e-scooter earlier, had been asked to stop, and did not ride it again. This is completely different to the evidence and explanation given Yet, 18 months later, new “drone footage” allegedly emerged. Its origin remains unclear, but its timing is critical as I was told this had no chance of success.
It appears to have prevented the removal of these points. Does this show this? It should not take three years to establish guilt, especially not through changing timelines and retrospective legislation.
We are missing crucial evidence and I believe judicial reviews are never meant to succeed on this law.
How many times has this happened?
What this represents is a system where:
Guilt is applied retrospectively and the incorrect ticket is acceptable.
Evidence can be overridden or replaced telling a new story. Namely the information given at this judicial review.
Processes adapt to outcomes already decided
The personal cost has been severe:
£17,000 spent challenging this outcome, money taken at a time when my mother was dying and her money. These lawyers keep this money.
Despite everything, the conclusion remains:
Nothing was done wrong because the system changed, and nobody noticed a procedural illegal ticket was issued.
Our children don't have the maturity to try and abuse a system and rehabilitation should be paramount. They don't have a voice and can't even vote.
They rely on adults to protect them, and as a family, we feel that every adult involved failed our family during every step of this process. Did these people do there jobs? Was this theft by lawyers?
A chief constable that allows this behaviour and needs a change to the law and the 1st time in history
Andy Burham are you going to be an honest prime minister?
