Reforming how animal abuse/neglect is handled in Hamilton County

The Issue

Hamilton County has been failing the abused and neglected animals it is supposed to be protecting because of its partnership with SPCA Cincinnati.  Luckily, the contract between the private organization and the county is no longer going to be renewed.  The Hamilton County Sheriff's office will be the one carrying out humane investigations, punishing those who purposefully hurt animals, and rehabilitating the animals coming from these types of situations.  The transition is beginning to happen to transfer the duties away from the SPCA, it is a slow process.  A whole new shelter needs to be built, a $7 million project.  

However, my fear is that nothing will truly change when the switch is officially made.  The SPCA has seriously tarnished the Hamilton County reputation when it comes to protecting innocent animals.  Cincinnati has literally been described as a good way to get away with dog fighting.  I am no longer accepting this as reality, I hope you join me in this.  Below I am going to write a list of demands the Sheriff's office should need to follow when they take over the humane cases of Hamilton County.  If you agree with these demands please sign this petition and share so even more people can get on board.  

1. There should be transparency within the humane cases being taken care of.  Not only should the Sheriff's office describe the way the person wrongfully abusing an animal is being punished, the office should also tell the ways they are planning to rehabilitate the animal.  This would create accountability, something that did not exist in the SPCA.

2. Those who are put in charge of animals should be fully trained.  There was a lack of training being done with the SPCA workers, which sometimes resulted in animals leaving in worse shape than when they originally entered the shelter.  There should be an in-depth training program all employees are required to take part of.
