Our nation is facing a serious issue of dog overpopulation, with many dogs ending up in shelters or being euthanized. A significant contributor to this problem is unlicensed breeders who produce puppies without considering the consequences for the overall dog population. 

I want to make a case where all breeders should be regulated, puppies should all require the right up bringing to ensure they have the best start in life and not bred to just make money.   No pups should be sold without correct health checks and sign off.  This in turn could then deter dodgy dealers from breeding for the sake of it.  Also the care of the bitches so they are not over bred and then just cast a side when no longer needed.
