Dear Members of the Board of the Ferguson Forest Centre,

We, as members of the North Grenville community, write to you with respect for the important work of the Ferguson Forest Centre (FFC). For nearly 80 years, FFC has been a pillar of environmental stewardship, cultural heritage, and economic vitality in our region. However, the FFC is now at a critical juncture. The request for a $400,000 bridge loan to the Municipality of North Grenville requires not just financial approval but also a demonstration of leadership, transparency, and accountability from the FFC to both the North Grenville Council and the residents.

It has become apparent that barriers to clear communication, and direct answers from FFC leadership—particularly from its President—are impeding the trust and collaboration necessary to secure this funding. As the governing body, the FFC Board holds the ultimate responsibility to act decisively, ensuring that the Centre’s operations are conducted with transparency and integrity. This is not a subjective request from NG Council.  Nor is it based on the Exec. Board's perception of whether they have sufficiently answered inquiries; rather, it is a standard, objective expectation rooted in principles of accountability and transparency. Financial reporting is a fundamental, non-negotiable requirement to ensure that the public and municipal stakeholders have a clear understanding of how funds are being managed, independent of any emotional interpretation by the Board.

The request of $400 000, submitted for public funds, come with public accountability. The livelihoods of FFC staff and the future of the Centre depend on this bridge loan. Yet, these funds cannot be granted without a full, clear, and honest presentation of how they will be managed, allocated, and repaid. It is the Board’s duty to provide these answers directly to the Council and residents. 

The Canada Not-for-Profit Corporations Act mandates that soliciting corporations—those receiving public donations or government grants over $10,000 in a single financial year—must file copies of their financial statements and public accountant's reports with Corporations Canada. This practice ensures that financial information is accessible to the public, promoting trust and accountability.  Furthermore, Municipalities are obligated to ensure that funds are used responsibly and effectively, especially when the funding comes from taxpayer dollars. It is reasonable and aligned with best practices in governance to require financial statements and public reporting from any organization receiving such financial support.

It is critical not to allow ego to obstruct the clear and necessary steps toward accountability.  We respectfully urge the Board of FFC to:

  1. Directly address Council’s questions with openness and specificity, demonstrating a commitment to accountability.
  2. Publish detailed financial information, including Annual General Meeting minutes, audited financial statements, and progress updates, to ensure the public can easily access and understand how funds are managed.

In closing, the gravity of this moment cannot be overstated. The livelihoods of Ferguson Forest Centre staff and the stability of this cherished institution rest entirely on the decision regarding the $400,000 bridge loan, a decision that comes just weeks before the holiday season. The futures of these employees and the community they serve are at stake.  The outcome of the next Council meeting on November 19th will depend entirely on the Ferguson Forest Centre Board’s willingness to provide clear, direct answers and meet the basic expectations of financial integrity.

It is worth noting that two accountants sit on the Executive Board of the Ferguson Forest Centre, bringing a unique expertise to address these financial expectations as to whether the Ferguson Forest Centre moves forward into a sustainable future or falters at this critical juncture. Therefore, this should not be a challenge for the Board to produce, for example: a Statement of Operations (a basic level of financial transparency). The community is watching, and the stakes could not be higher. We urge the Board to rise with integrity, transparency, and respect for the trust employees have placed in them.
