Town Administration is recommending that the Planning Commission REFUSE Heidelberg Materials’ proposed concrete batch plant.  This is encouraging news — but it is not the final decision.

The Planning Commission will decide on Wednesday. The CPC package gives it three options:
1. REFUSE — Administration’s recommendation
2. APPROVE — subject to conditions
3. PROVIDE FURTHER DIRECTION OR POSTPONE

Heidelberg disputes the basis for Administration’s recommendation and has provided a detailed response defending its air-quality and traffic assessments.
But the decision is broader than those two assessments. The batch plant is a discretionary use, and CPC must determine whether it is compatible with the surrounding area and appropriate for this location.
The public record raises broader concerns about cumulative impacts, nearby residential communities, noise and nuisance impacts, the duration of the industrial use, reclamation and the possibility of importing aggregate to keep the plant operating after economically viable on-site extraction has ended.

That is why Wednesday still matters.

We have asked for an opportunity to briefly address the Commission and answer questions. Whether or not that opportunity is granted, a strong community presence matters.
