These images are self explanatory.
The image on the left was taken by the logging contractor as evidence of the fine fuel deposited on the surface when a tree falls, allegedly creating an elevated risk of wildfire. On the right is what the surface looks like after the area was logged.
They suggest that if there were a fire risk from fine fuels created by fallen trees before the logging operation, the fire risk has not been mitigated by the operation.
If there were concern about fine fuels on the surface, then clear them out. That would be much less expensive and damaging to the forest than cutting down thousands of standing trees.
