Good afternoon everyone,

It is as bad as we expected.  Professor Michael Buxton communicated a great summary of the announcements. Make no mistake this has nothing to do with individual Activity Centres anymore.  The Allan Government will announce another 50 of them.  That is ALL OF MELBOURNE.  The Government is literally poised to nuke residential Melbourne.  

 I've provided a condensed version here:

• Built Form Overlay (BFO) for core activity centers removes notice rights and public review, initiated by the minister
• Height controls will be specified in schedules, but government messaging is inconsistent on whether these are mandatory or discretionary
• Communities must wait as the 50 activity center schedules are "progressively rolled out"
• HCTZ replaces previous zones but standards are described as "very general, vague and subjective"
• Heritage protection is significantly weakened - government claims heritage is protected by overlays, but this is described as "deceptive" since zone provisions have more power than overlays
• The HCTZ effectively functions as a mixed-use zone across vast areas, introducing activities "incompatible with residential living"
• Two techniques appear designed to "drive residents out": dramatically increased heights and incompatible commercial uses
• Sites over 1000sqm get significant height bonuses through lot consolidation
  The combined changes (core centers, catchment areas, and new code) amount to a "demolition of much of the existing residential area"
• New ResCode replacement removes public rights while forcing councils to approve any application meeting the standards
