The developer of the proposed 64-unit apartment building is now attempting to add an adjacent parcel of land to their development to secure access.
This is not their right.
This decision rests solely with the North West Community Council.

Why this matters right now
I formally requested that First Reading be refused at the North West Community Council meeting on January 12, but that request was not heard.
If this amendment is approved, it will set a dangerous precedent with long-term ripple effects on:
future development in Lucasville
road safety and emergency access
infrastructure capacity
environmental protection
and the preservation of an African Nova Scotian heritage community
This is not just about an apartment building.
It is about the future of Lucasville.
Community opposition is clear
Over 1,000 residents have signed the petition to halt apartment construction
Why this amendment should NOT be approved
This amendment does not meet Policy P-137 of the Municipal Planning Strategy because critical issues remain unresolved, including:
Infrastructure capacity
Road and emergency access
Pressure on community facilities
Environmental impacts such as stormwater runoff and wildlife disturbance
Impacts to Lucasville’s African Nova Scotian heritage and community fabric
and the premature timing of this proposal
Specifically:
The development missed legal deadlines and lost its entitlement
Access was never properly zoned or permitted
Staff errors are not grounds for rewriting the Land Use By-law
Environmental impacts are documented but deferred
Heritage and community impacts are documented but unresolved
ANSCAP community-led planning is being undermined
Emergency access and public safety concerns remain
Infrastructure impacts are deferred, not addressed
Council has clear legal authority to refuse this amendment
