Sentor Tammy Nichols introduced 2 bills in the Senate this 2025 session: S1064 "Cloud Seeding" and S1065 "Weather Modification". Neither bill will ban the use of weather modification in Idaho. Here is an assessment of S1064- Cloud Seeding bill
More Transparency: Requires public reporting, engagement, and environmental assessments.
1. State Oversight: Strengthens state control over cloud seeding programs.
2. Liability Protections: Shields operators from legal claims related to cloud seeding.
3. Funding Limitations: Ensures funds are only used in water-deficient areas.
4. Potential for Expansion: Encourages cloud seeding in new basins based on assessments.
The assessment of S1065 - Weather Modification is as follows:
SB 1065 primarily aims to regulate weather modification and prohibit unauthorized interventions, while still allowing state-approved cloud seeding. This approach seeks to balance "scientific weather enhancement"or water supply management with concerns over unregulated atmospheric alterations.
Neither bills address the concerns of toxic chemicals in our environment. Idahoans throughout the state are testing their rain and snow showing that Aluminum is consistently DOUBLE the MCL (Maximum Contaminant Limit).
Given the overwhelming scientific evidence highlighting the risks of aluminum exposure, silver iodide contamination, which does PERMANENT damage to our aquatic life and to our waters, and liquid propane use, Senate Bill 1065 should be re-evaluated to prioritize Idahoans’ health and environmental integrity. Idahoans deserve clean water, unaltered ecosystems, and policies that prioritize public health over experimental weather modification practices. Until this can be guaranteed, ALL Weather Modification must be banned.
