In order to keep our Community safe, our children safe, and our animals safe...we are petitioning for a NO CHAINING/TETHERING/PENNING of animals in Hallsville. With this said, it means to NOT CHAIN/TETHER/PEN them 24/7!  Animals are left to freeze in freezing temperatures, or in the hottest of summer they are in the scorching sun.   

Example:  Ultimately they should be in with the family, but if this isn't something you can do all the time, give them time outside in the fenced in yard or pen while you are outside working or gone running an errand, or even to get some outdoor and fresh air, this is OK.  What we're trying to get owners to stop doing is chaining them and leaving them...and forgetting about them.  They are a committment!!!  They need attention, exercise, play time, grooming, vetting, proper nutrition, not put outside to be alone on a chain and never to be dealt with.  This is not a life for an animal.

With current laws and ordinances already in place in other cities, we would like the same for our animals throughout Hallsville. Please help us pass this ordinance and be animal friendly in our community... Thank you!
