The Issue
When Halloween takes place mid-week, children are kept up late, and families often do not have time to decorate their homes. The historical basis of Halloween on October 31 is essentially arbitrary, and it is celebrated principally, if not only, as a secular Holiday.
Moving this holiday to Saturday night will have many advantages: It will more easily accommodate children and their families, but it will also have a positive economic impact. Halloween decorations, treats and parties result large sales volumes for American businesses. Moving the celebration to a weekend night will encourage adults to increase their participation, thereby adding revenue to the many business that support the holiday.
