The issue
Whilst the community broadly supports the redevelopment of the under utilised and declining White City (particularly for community accessible sporting facilities) they are strongly opposed to a development that (during construction and operation) does not respect the uniqueness of Paddington and Woollahra. The Hakoah Club must address:
- Construction impacts, including the significant impacts of the proposed construction vehicle access route (CVAR);
- Increased safety risks to pedestrians (especially school students);
- Traffic Impacts (including increased vehicle and pedestrian traffic as well as increased competition for limited on-street parking);
- Intensification in use of the site (and the impact on neighbourhood amenity in the long term);
- Lack of traffic calming and other pedestrian safety measures (including non-compliance with condition B14(J),(L) and (M));
- Lack of community consultation or engagement;
- Safety concerns in relation to the proposed new driveway onto Glenmore Rd;
- Appropriateness of the current liquor licence and noise mitigiation measures;
- Inadequate information on community memberships and public access to facilities;
- Lack of public access to the site or support for the Paddington Greenway;
- Lawson Street amenity;
- Inadequate Site Waste Management; and
- Tree Removal.
The community ask that the Hakoah Club carefully review the concerns raised by the community in their detailed submissions to Woollahra Council and
- Amend the CVAR to minimise the detrimental impacts to the local road network;
- Investigate new and alternative access points to the site (both during both construction and operation) - including; entering negotiations with adjoining land owners to create an easement with a direct route from the site to the nearest arterial road; prohibiting vehicles from making a right hand turn from the Glenmore Rd exit and the installation of a new concrete medium or other form of barrier;
- Comply with conditions B14(J),(L) and (M) in respect to traffic calming and pedestrian safety measures;
- Provide independent assessment of permitted patron numbers and a review of the current liquor licence conditions;
- Provide detailed particulars on the terms, conditions and cost of community membership and community access to club activities and facilities; and
- Confirm its attitude to the proposed Paddington Greenway and public access through the site.
