Prof. Sarat Kumar Patra, Director of IIIT Vadodara, an Institute of National Importance but operating since 2013 from a temporary campus at Gandhinagar (please visit website http://iiitvadodara.ac.in/ ) has lied to and cheated Board of Governors in his role as ex-officio Member Secretary on 05.12.2017 and 21.06.2018 in 4th and 5th meetings respectively regarding fees receipts. As head of the institute he was fully conversant with the fact that students were not issued any fee receipt till FY 2016-17 and yet he lied to and cheated Board of Governors. He was also fully conversant with the critical observations made by statutory auditor Shah & Dalal in their three consecutive audit reports submitted on 22.05.2017 for FY 2014-15, on 27.03.2018 for FY 2015-16 and on 28.03.2018 for FY 2016-17 that IIIT Vadodara had not maintained any Fees Receipt book yet he lied to and cheated Board of Governors which made the Board to believe that fees receipts were actually issued to students but they did not share those receipts when demanded by the institute for reconciliation. When Fees Receipt book was not maintained by the institute how could students submit fees receipts. Prof. Patra has neither apologized for his lies and cheating nor issued fees receipts till date for fees collected till FY 2016-17. Through lies and cheating, he painted poor and defenceless students of IIIT Vadodara as suspected defaulter of fees in the eyes of Board of Governors which complicitly allowed Prof. Sarat Kumar Patra to keep extorting from all students admitted in IIIT Vadodara till 20.06.2017 a contract of indemnity under the garb of notarized undertaking (pl see on right side of the photo and pay close attention to highlighted portions) which is unconscionable, unfair, unreasonable, injurious to public interest and is ultra vires to Article 14 of the Constitution of India without any dues pending, He has withheld original certificates as a bait to extort such unlawful declaration while protecting delinquent officials of IIIT Vadodara who have failed to maintain accounts properly. He has even refused to accept the notarized undertaking under protest which is ultra vires to Article 19 of the Constitution of India. Prof. Patra should be removed for blatant lie, cheating, extortion  and disregard for fundamental rights guaranteed under Constitution. He has not refunded mess rebate and fines collected from mess contractors even after more than 3 years.

This petition is filed by father Shri Satyam Kumar, a student of 2015-16 batch and has documentary evidence obtained under RTI Act, 2005 and through emails to support every bit of charge against Prof. Patra and ready to debate live in public platform or before electronic media with Prof Sarat Kumar Patra if he denies any of the charge. 

In view of the above, as a liar, cheater, extortionist and violator of fundamental rights Prof. Sarat Kumar Patra shouldn't be allowed to lead an educational institute and should therefore be removed from the post of Director of IIIT Vadodara at the earliest. H.E. President of India is Visitor of IIIT Vadodara and he is the competent authority to remove Prof. Patra on the recommendation of Central Government which is represented by Ministry of Education headed by Union Education Minister.
