Guam families are facing extraordinary energy costs.

Bill No. 356-38 proposes using $16.8 million in excess Section 30 revenues to provide GPA customers with three monthly $100 power credits for September, October, and November 2026.

The proposal comes as households are already struggling with the rising cost of electricity, gasoline, groceries, housing, and other basic necessities, while another significant increase in power bills is under consideration.

For many families, $100 off a power bill is meaningful household relief. For others, there may be competing priorities for these public funds that deserve consideration as well.

That is why Guam ratepayers should have a strong voice in what happens next.

We are asking the Guam Legislature to give Bill No. 356-38 full and timely consideration, carefully weigh the immediate impact of rising energy costs on families, consider the alternatives for these excess revenues, and make its decision transparently and on the public record.

Power is not optional. Families need electricity to keep food cold, keep their homes safe, care for children and elders, and simply get through everyday life.
