Good conduct time consideration to expedite parole eligibility.

The Issue

Good conduct time is earned by working, going to school, and staying out of trouble. The purpose of good conduct time is to promote rehabilitation by making offender's performance and accomplishments count for something with the opportunity to become eligible for parole sooner.

However, offenders with certain offenses are precluded from having their good conduct time considered to expedite their parole eligibility. It doesn't matter how hard they try to become better people or how much they achieve they must serve ½ of their sentences without a consideration of good conduct time before becoming eligible for parole. We want to amend the statute governing the computation of parole eligibility (section 508.145d1, Texas government code) during the 85th legislature in 2017.
