Change the Texas Good Samaritan Law to apply to animals
The Issue
Right now it is illegal in the state of Texas to break a car window to rescue an animal trapped in a hot car. The Good Samaritan Law applies only to humans locked in a hot car, not animals. It is illegal to help an animal trapped in a car and doing so can result in a fine or jail time.
I want to change the law to apply to animals. I want to make it legally-acceptable to, in extreme cases, break open a car window to rescue an animal trapped in a car. Cracking a window doesn’t work and calling the police did nothing. An animal is just as helpless as a baby but currently you can only sit back and watch an animal die while the police do nothing.

I witnessed over twenty minutes go by as three small dogs panted and barked to get let out of a black SUV sitting in direct sunlight. I called the Kerrville Police twice and they only said “we got sidetracked.” To my knowledge, they did not talk to the owner or do anything. I contacted Governor Abbot and the chief of the Kerrville Police over two weeks ago and have not received a response. I want them to know that they need to care for animals as much as people. If the police and laws fail to protect the smallest among us, how can they protect anyone?
