A Home-Grown Canadian Trapped by Systemic Gaps: Ricky is 43 years old. He arrived in Canada as a six-year-old child in 1989 and has lived here as a Permanent Resident for 37 years. He has zero ties to Guyana. Years ago, Ricky’s family took him to a formal citizenship hearing to obtain citizenship alongside the rest of his family. While his family members were approved, a citizenship judge pulled up a record stemming directly from one of Ricky's unmanaged mental health episodes and denied him citizenship on the spot.
Criminalising an Illness: Ricky lives with profound, chronic cognitive disabilities and psychiatric challenges. Over the years, he has had minor, non-violent contacts with the law—every single one a direct manifestation of acute psychological distress, confusion, or panic. The recent assault conviction involving a person was the result of an involuntary, defensive panic reaction during a severe mental breakdown. He was convicted and ordered deported for the very vulnerability that requires institutional medical care.
The Severe, Life-Threatening Risks Ricky Faces in Guyana:
Human rights documentation and medical consensus confirm that Guyana’s severely under-resourced mental health infrastructure is entirely incapable of providing the psychiatric care Ricky requires. If removed, he faces immediate, irreparable harm:

Total Absence of an Institutional Safety Net: Guyana’s psychiatric framework relies almost entirely on basic, short-term medication management. It does not possess the complex provincial support systems, specialized 24/7 care facilities, or structured community networks that Ricky depends on in Canada.
The Reality of Inpatient Care: The primary state facility for long-term psychiatric needs—the National Psychiatric Hospital in New Amsterdam—has been widely criticized by legal and medical observers for carceral, unsafe, and deeply dilapidated conditions. It is a place of confinement, not rehabilitation, and would be a devastating environment for someone who grew up entirely in Canada.
Severe Staffing Shortages: Guyana faces an ongoing, severe shortage of psychiatric professionals. The very few specialists available are concentrated in Georgetown, meaning there is virtually no structural infrastructure to manage or monitor an escalated cognitive crisis in a vulnerable deportee.
Complete Isolation: Because Ricky has lived in Canada since he was six years old (1989), he has zero geographic, linguistic, or social connections in Guyana. Stripping away his Canadian family care network and placing him in an environment rife with heavy cultural stigma toward mental illness leaves him profoundly exposed to immediate homelessness, neglect, or physical harm. 
To deport a vulnerable, "home-grown" Canadian with profound cognitive deficits to a country he has never seen, stripping him of all medical and familial support, guarantees a catastrophic outcome.

We implore your offices to review this case with the utmost urgency, halt the October 3 removal order, and grant an Administrative Stay of Removal on humanitarian and compassionate grounds.
