Grant Second Chance to Charlton A Horton Jr by Approving His Clemency Appeal

The Issue

In my time at Keyser High School, class of 1993, I walked the same halls as Charlton A Horton Jr., fondly known as BB. We graduated, diplomas in hand, on May 26th 1993. While many of us have moved forward in our lives, BB has spent the past 30 years behind bars, serving a Life Without Mercy Sentence in a maximum-security prison.

BB was barely 18 when he was convicted. His youth and lack of life experience did not afford him the wisdom that comes with age and maturity.  Now, having submitted an appeal for clemency to Governor Patrick Morrisey, BB seeks a chance for redemption.

BB's friends, family, and the surrounding community of Piedmont and Keyser remember him not as an offender but as a kind-hearted individual with an infectious smile. His exemplary basketball skills made him popular in school; today they can make him an excellent mentor for our youth.

Over these years behind bars, BB has shown remorse for his actions and demonstrated significant growth through his rehabilitative journey. He yearns for another chance - not just to be free but also to contribute positively towards society.

We believe that everyone deserves redemption if they show genuine remorse and commitment towards change - principles that are integral to the justice system of Mineral County where we grew up together.

This petition is more than just about one man's freedom; it is about giving second chances where they are deserved. It is about acknowledging growth over time rather than defining someone by their past mistakes forever.
