Grant relief from sex offender registry
The Issue
I, Russell Franklin Spicer Jr, ask this honorable court to grant relief from the Sex Offender Registry for the following reasons. for the past 10 years since my release from State custody I have not been in any trouble with the law except minor traffic violations. I have rented and now own a house in Bristol pa My residence is 5709 Atkins Ave Bristol pa 19007. I have lived there for about 3 years. I have lived there without incident and interact with only a few people. I have gained friends with my co-workers and other members of my community. I gained and held employment with Energy Star Services Inc. for 8 years utilizing my skills learned while incarcerated (HVAC). My supervisor is Josh Layton 215-464-4549. I have been accosted several times by individuals in the area concerning my sex offence and registry. Some of that has changed. The hardest part of gaining employment and housing has been being on the registry. I have also been denied medical treatment and visiting rights to certain hospitals in Philadelphia Pa because they were ones that are connected to universities. Granting the relief from having my name removed will allow me to at least have emergency medical care and the right to visits friends and family without being denied access. Although I do gain some of those rights I have also been treated roughly with staff located at the hospitals.
It has been 2001-2025 (24 years) since my conviction of IDSI on a minor. Since then I have served 13 of my 15 year sentence. Was granted parole at 13 years and released to a community corrections center in Johnstown pa. Renewed my drivers license. Held a job at the local temp agency until violating parole conditions 1. driving a family members car without permission from parole officer. 2. Contacting an incarcerated inmate via mail without parole officer permission. 3. Engaged in a conversation with a man to give a happy meal toy (I had only enough money for a small meal) I put down on the table for his child. I left the restaurant with no further engagement. I served 6 months for the violation in the county jail. Was released from there to a community corrections center in Pittsburgh. I was without family there to gain the housing support needed to leave the center. I had gained employment through a temp agency for several months before gaining a permanent position at Mattress Firm warehouse. During my time there I had completed my obligation sex offenders groups and one on one therapy sessions. In 2015 I was released from the center after meeting all the conditions of parole. I went to live with my brother at 277 Bennage ave lock haven. Pa I gained employment with the Country Inn and Suites in state college, pa for a period of time until a position became available in Philadelphia.
With the constant change with our government officials both local and federal, I ask this honorable court to remove my name off the sex offender registry, so I can live life as a respectable member of society. I am an honorable man and served my time to society as well as My Army veteran status (Honorable Discharge after serving this country during the gulf war in theater during all 3 campaigns). I would just like to finish my life as a proud American.
