Following the publication of the UK's white paper "Restoring Control over the Immigration System," there is a notable push to reduce the number of Indefinite Leave to Remain (ILR) statuses granted annually. The BNO visa scheme is categorized under humanitarian programs for the Hong Kong British people alongside those for Ukrainians and Afghans. However, there's a palpable discrepancy in treatment. While Hongkongers under this visa must endure a prolonged wait for ILR, they are, unlike other groups, denied the home fee status at universities.

This policy fails to recognize the potential impact on individuals and the UK educational institutions. By not granting home fee status, the government risks deterring talented students who could otherwise enrich the academic community and contribute significantly to the country's cultural and economic fabric. Instead of ranking potential contributions by nationality and visa status, we should seize this opportunity to invest in global talent willing to forge futures in the UK.

We propose a fair and pragmatic solution: Grant home fee status to BNO visa holders wishing to pursue higher education.
