Grant Full Restoration Of Rights & End Civic Disenfranchisement of Rehabilitated Texans
The Issue
Petition For Full Restoration Of Rights & An End To Civic Disenfranchisement
To: Governor Greg Abbot, State Of Texas
From: The People of Texas, Citizens United in Defense of Liberty & Justice
RE: A Call to Abolish 2nd Class Citizenship & Restore The Rights of Rehabilitated Texans
Mr. Governor,
We address you not as mere constituents, but as Living Heirs of a Revolution that was fought to secure Liberty, Equality, and Representation for all men. You Swore an Oath to uphold the Constitution of the United States, A document whose power and promise still ring true through the blood-soaked soil of our forefathers.
We come now, as a generation burdened by contradiction, to call upon your leadership in ending the quiet Tyranny that continues to strip tens of millions of Americans, and at this point, millions of Texans, of their inalienable human rights.
A free nation cannot coexist with a permanent underclass. Yet today, our criminal justice system has created just that- a caste of citizens forever barred from the fullness of American life. Convicted felons, even after serving their time and rebuilding their lives, are locked out of their right to vote, bear arms, sit on juries, or otherwise enjoy full legal parity with their fellow countrymen.
This is not justice. This is institutional damnation. This is Civic Death- A living purgatory populated by those who are treated less than human. As to strip someone permanently of their Human Rights is to declare them less than so.
The Constitutional Breach
1.) The Sixth Amendment is Hollowed Out
A man accused of a crime is promised a jury of his peers. However, if those that have walked a similar path before are barred from serving, how then, can justice claim neutrality? The system excludes felons from juries, but tries them all the same. This is not a jury of peers, but one of strangers.
2.) The Fourteenth Amendment is Shattered
Equal protection under the law means equal standing under its rights and obligations. When a citizen is taxed but cannot vote, is bound by laws yet forbidden from shaping them, then this is not a Republic. It is feudalism masquerading as democracy, while wearing a communist hat.
3.) The Eighth Amendment Is Weaponized
The purpose of Justice is Restoration, not eternal punishment. To punish a man for life for a crime he has already paid his debt to society for is not discipline- it is Vengeance, and Vengeance has no place in Righteous Government.
The Moral Mandate
Our founding fathers believed in redemption, not eternal punishment. They believed that Liberty was the birthright of all men, not the conditional privilege of the unblemished. Even now, millions of Americans who have painstakingly rebuilt their lives- who work, pay taxes, raise children, and contribute to society- are denied the most basic Freedoms GUARANTEED as their birthright.
You, Governor Abbott, have often spoken about Law & Order. Yet Law without Mercy is Tyranny. Order without Justice is Little more than Oppression. It is Beyond Time to unify these Principles by restoring Civil Rights to those who have paid their debt and proven their worth.
Our Petition
We the undersigned call upon you, Mr. Governor, to:
A.) Support legislation to fully and automatically restore all civil rights- voting, firearm ownership, jury participation, and public office eligibility- to felons who have completed their sentence and maintained a record of lawful conduct.
B.) Commission a State review board to reevaluate permanent disenfranchisement statutes and ensure they comply with both the spirit and original intent of the founding fathers and our beloved Constitution.
C.) Launch a campaign of reconciliation aimed at erasing the stigma of past convictions and restoring dignity to our citizens. We the People reserve the Right to be Forgotten.
Mr. Abbott, history is watching. You have long positioned yourself as a champion for the forgotten. A stalwart protector of the broken, the beaten, the hardworking and downtrodden.
There are Few more Besieged by Oppression and Tyranny than those who have paid their debt to society and been cast aside, even though that debt was paid.
We seek not just pardon, but parity.
We seek not only favor, but Freedom.
Let Today be the day America Reclaims its Soul.
In faith, in Hope, and above all in Relentless pursuit of Justice.
Sincerely, Author, and First Signatory,
Evan J. Rupke
