The Issue

Clarence Artis III has spent more than two decades proving what true rehabilitation looks like. Entering the Virginia Department of Corrections at just nineteen years old, Clarence faced the weight of his past decisions at an age when most young men are still learning who they are. Instead of allowing incarceration to define him, he made a conscious choice to rebuild his life with purpose, discipline, and integrity.

During his time incarcerated, Clarence has achieved extraordinary accomplishments that reflect both his intelligence and his commitment to growth. Within his first nine months, he earned his GED with one of the highest scores recorded at the time. He went on to complete his Associate of Applied Science in Business Management, graduating with honors—an achievement that required years of dedication, consistency, and academic excellence.

Beyond his education, Clarence has become a mentor, a motivator, and a steady source of encouragement to others. He has taught, guided, and uplifted the men around him, modeling accountability, emotional maturity, and positive leadership. His transformation is not superficial, it is rooted in years of hard work, reflection, and a sincere desire to contribute meaningfully to society.

Clarence has demonstrated that he is not the same young man who entered prison decades ago. He is a rehabilitated adult who has earned the opportunity to move forward with his life. Granting him a pardon would not only acknowledge his remarkable growth, but also affirm Virginia’s commitment to redemption, fairness, and second chances.

We are asking the Commonwealth of Virginia to grant Clarence Artis III a pardon because he has done everything society asks of someone seeking rehabilitation—and more. His accomplishments, his character, and his unwavering dedication to becoming a better man make him deserving of this opportunity.

By signing this petition, you are standing with a man who has transformed his life and is ready to contribute positively to his family, his community, and the world beyond prison walls.
