Juliana Todeschi started this petition to Department of Justice and

David Grossman literally wrote the book “On Killing” and that is what he teaches policemen with our tax dollars: how to kill. We must immediately defund Grossman’s program and all programs like it.

For context on Dave Grossman's police training, please view this short film put out by The New Yorker in 2017 (and be aware that this video contains graphic content of police brutality): https://youtu.be/ETf7NJOMS6Y. The full article, written by Jelani Cobb, can be found here.

When we talk about systemic issues in our criminal justice system, here is a blatant example of just that. Perhaps, this is a wonderful place to start dismantling systems that are doing more harm than good.

In this short film, Grossman goes on record arguing killing can be learned and in a 1995 interview, he is directly quoted saying, "The only way to make a frightened person act a certain way is to drill it into them. To make it a conditioned response."

The reporter then qualifies Grossman’s statement: "A conditioned response, that as soon as you see an enemy, you kill."

For the past two-plus decades, Grossman has been hired by local police departments across the country to train officers on his philosophy of killing, which is so in demand, he is booked nearly 200 days a year.

Grossman is paid, with tax dollars, to train police to be predators, and as he says in the short film, "What do predators do? They kill."

This isn't the type of training those sworn to "protect and serve" should be armed with.

Thus, I implore the Governors of all 50 states and the Department of Justice to suspend, defund, and outlaw all future police training seminars held by Dave Grossman and similar programs advocating for killing as the first and only line of defense in a tense, stressful and potentially dangerous situation. There are other ways to de-escalate and those avenues should be explored before shooting-to-kill ever comes onto the table.

Instead, the funding that has previously been used for this type of training should be diverted to training that teaches non-violent de-escalation tactics as a first line of defense. Additionally, funding should be directed to alternative community-based human services— inspired by the model advocated for by MPD 150— that create space for mental health service providers, social workers, victim/survivor advocates, among other models to promote safety, provide support and focus on prevention in a community.

Thank you in advance for supporting the petition to defund Grossman’s program and others like it.
