Allow Veterinarians to Perform Spays & Neuters as an Essential Surgery

The Issue

Utah has worked hard to lower the number of homeless animals; specifically through TNR (Trap-Neuter-Return) programs.  Without the ability for vets to perform spay & neuter of cats that work will nearly be for naught.  Cats can become pregnant as young as 4 months of age!  There will be many litters born without anyone to care for them...then those cats will produce more litters with no one to care for them...without end.  

Owners who don't have access to spay & neuter services will have cats & dogs that become pregnant.  Those owners will likely be overwhelmed & either dump their animals at the shelter...or worse.  Yes, it seems obvious to keep them separated from other cats & dogs but that isn't reality for many people struggling with other life problems.

Rescues are trying to help individuals with their animals as well as pulling animals from shelters to help with the influx there.  Rescues have a mission to minimize the number of homeless pets through spay & neuter.  We need to be able to have our dogs & cats fixed prior to them being adopted & to assist the public with spay & neuter programs for their pets.  Without access to those services we are greatly hindered from helping more people & pets.
