Tethering any dog is in humane. I have an 8 week old puppy living beind me being tethered outside 24/7. The owner will not follow the city ordinance which states you cannot tether a dog less than 4 months old. I have contacted Animal Control several times and the owner lies to the officers. No dog should be tethered unable to escape predators in our area. It is very easy for any dog to hang itself when tied up. Please help me get attention to this horrific condition for any dog. All dogs should be allowed to go inside and be a part of its family. Tying up a dog is a horrific type of animal abuse. Please help me draw attention to this practice that is so prevalent in the South
