Stop the animal abuse at the "Cicero Slaughterhouse" Waggin' Tails Animal Shelter, located in Cicero, Illinois.

Animals are sick, dying and suffering at this shelter because of poor sanitary conditions and a lack of veterinary care. There is both video and photo proof of this neglect. The shelter is filled with Parvovirus, animals are dying, and have upper respiratory and eye infections. Animals do not always have access to water or food, and are forced to sleep in their feces. Rats are rampant, dirty laundry is left unwashed for weeks. To make matters worse, Volunteers are no longer allowed in the shelter to care for the animals since going to the media to resolve the deplorable conditions, nor are any photos allowed to be taken of the animals, which helps network them to different local animal rescues. The town is denying what is happening, and refuse to take any action to help these pets. Cicero officials are not acting responsible and the animals deserve proper care and treatment.  This facility has a $500,000 budget funded by the taxpayers of Cicero.  How is this money being spent?  Taxpayers have the right to know.

We are asking the Governor, IL Department of Agriculture, the Cook County State's Attorney and the Cook County Sheriff's Department to step in, to force city officials to take appropriate measures to remedy the improper care and treatment of the animals being held at Cicero's Waggin' Tails Shelter, to fully investigate and audit the lack of transparency at the shelter by sending in investigators, allowing volunteers back in the shelter to care for the animals, obtaining copies of all medical files, appointing a new Warden for the shelter, and an interim out-of-county veterinarian to oversee and report the health of the animals until a satisfactory resolution is had. Hold these people accountable! These are all reasonable requests. 

State records show Waggin' Tails reported euthanizing only 8 dogs in fiscal year 2012. That jumped to 66 dogs in 2013 and then 338 dogs in fiscal 2014. The shelter is owned and operated by the town of Cicero, and it is run by a woman named Erika Rosas, who has done political work but had no experience in animal care, other than past volunteer work, when she was appointed in 2009 and approved by the IL Dept. of Agriculture.
