Sheriff Jackson is working on his third term as Sheriff of the Fulton County Sheriff's Department. Sheriff Jackson has appointed virtually all of his authority to his Chief Jimmy Carter. Recently in the past year, we have lost more than 250 officers and deputies who were a critical aspect of security for the agency and specifically at the jail. Sheriff Jackson has allowed overt acts of retaliation against multiple officers in the agency on the part of Chief Carter. Jackson is very remote and virtually has no contact with the staff at the jail and does not avail himself serious matters such as POST Investigations or terminations involving Deputies. During the past year we have lost more than 60 Deputies who have either resigned or went on FMLA to avoid interaction with Chief Carter. Some of the major issues we have experienced this year is 1. suspected fraudulent interaction with the food vendor, 2, Eight (8) inmate deaths at the jail including the South Annex for the female detainees, 3. suspected tortious interference with POST investigations which resulted in revocation of Deputies in the Agency, 4. concealed criminal activity of at least one (1) deputy involving an act of first (1st) degree forgery, 5, severe understaffing at the jail which poses are great risk of harm and safety to the officers and detainees,      6. fraudulent hiring practices of friends or associates on behalf of Chief Carter       7. suspected fraudulent activity with the inmate welfare fund (suspected theft of funds), 8. coerced and forced retirement of high ranking officers who were bullied out of their positions and rank, 9. massive contraband coming into the jail on a regular basis, 10. ongoing harassment and retaliation on a daily basis and            11. extreme hostile work environment, also sending complaints to POST which do not warrant POST investigation. All of these things are occurring and the Sheriff is very hands off and always unaccessible. Also, many of us believe that the Sheriff is not physically well and that has been an ongoing issue for the past two years, but becoming even more progressive in the past few months, he is very forgetful and sometimes seems confused when speaking. He allows Cater total authority and does not follow behind Carter's decisions, all of which seem to adversely affect the agency as a whole. We are asking at the very least for an inquiry and investigation into the day to day operations of the Fulton County Sheriff's Office starting with Chief Carter and his abuse of discretion and authority. Chief Carter has forced our former staff members for exercising their Constitutional Right to vote for an opposing candidate who ran for Sheriff. After Jackson was elected again, Carter began making rounds against those who he felt voted against Jackson. Many officers have availed themselves to testify against Sheriff Jackson and the working conditions created by his appointing authority, Jimmy Carter. Lastly, he has an ongoing feud with the District Atty of Fulton County and is in contempt of an order related to that issue order by the Honorable Gail Tusan. Please issue an investigation into this organization Gov. Deal and remove Sheriff Theodore Jackson post haste.
