Tear down the Footer Dye Works Building in Downtown Cumberland, Maryland!

Despite the March 12, 2013 vote of only three members of the Cumberland City Council - David Kauffman, Nick Scarpelli and Dave Caporale - the citizens of Cumberland have spoken in favor of demolishing the Footer Dye Works (otherwise known as "HAJOCA" building).  Mayor Brian Grim and Councilwoman Nicole Wagoner appropriately did not vote on the matter due to conflicts related to other positions that they hold.

The Footer Dye Works is an impediment to development at Canal Place in Downtown Cumberland. It is preventing economic development and has received interest from 0 of the 19 developers who recently requested information about it on an advertised RFP.  The private sector has spoken by refusing to bid on making the building useful once again!

It is a physical hazard to pedestrian traffic below, as pieces of the building have crumbled onto the sidewalk, including bricks falling from above.  It projects a very negative, neglected and blighted view of Cumberland to passers-by on Interstate 68, and it has been a consistent money pit for state tax payer dollars. It should be razed - not preserved - to allow for development of the site, as it is currently a physical obstruction between Canal Place and Downtown Cumberland.

It should not be on the National Register of Historic Places, as this designation creates another impediment to the necessary demolition of the building.

Please do NOT put the Footer Dye Works on the National Historic Register.  Please tear it down for the sake of Cumberland, Maryland!  Please stand up in favor of economic development in Cumberland and start by razing this building to make room for development that would benefit the citizens of Cumberland!

While I understand the community's frustration, we can’t just tear down the Footer Dye Works building. Canal Place is a State agency, and the building is State property. As such, there are rules and regulations that we must follow, and Canal Place has a mandated responsibility to maintain the building and make every effort to re-develop it. If you’re interested, I would be more than happy to share a copy of a recent “Letter of Advice” from our Canal Place attorney, which helps to explain our legal responsibilities, as well as the benefits of adding the building to the National Register. While the building obviously needs more work, the experts tell us that the building is structurally sound and safe. We have recently removed the old scaffolding, replaced damaged or missing roof tiles, repaired suspect bricks, and temporarily boarded-up the broken windows. All in all, I hope you will agree that the building now looks much better than it did six months ago. Although we did not get any bids in response to our recent RFP, I can assure you that we do have legitimate developers who are interested in the project. The issue is that Canal Place does not currently have development rights to the adjacent parcel, which would provide space for parking and/or build-out opportunities from the Footer building. We hope to regain the development rights for the adjacent parcel later this year, at which time we would plan to re-issue another RFP. The Footer Building is one of the last authentic remnants of history on the Canal Place site. Whether you agree or not, the building has been determined to be historically significant. If approved for listing on the National Register, prospective developers will have access to an additional 20% in Federal tax credits, which will make the property even more enticing for redevelopment. Like you, I have been very frustrated with the pace of progress on the redevelopment of the Footer Dye Works building. However, it is an extremely challenging project with a lot of complexities. I assure you that the current Board and staff at Canal Place are working diligently to fulfill our responsibilities, and to move the project forward. After you have had a chance to read and review the “Letter of Advice” from our attorney, I hope that you’ll have better appreciation for our current situation and a more accurate summary of the circumstances as they actually exist.
