Charles Lorraine was convicted of the 1986 murders of Raymond and Doris Montgomery and sentenced to death. We urge Governor Kasich to consider the following and commute Lorraine’s death sentence:

• Ineffective trial counsel: His trial was left in the hands of young improperly supervised attorneys.
• Prosecutorial misconduct: Prosecutors violated trial rules.
• Doubt about sentence: His death sentence was thrown out by a federal judge and later reinstated.
• Troubled and chaotic childhood: When very young, Charles turned to prostitution and burglary to meet his parents' demand for bingo money.

Furthermore, mental acuity remains only a few points above the standard of mental retardation.

We deeply sympathize with the family and friends of Raymond and Doris Montgomery; yet respectfully offer that another death will neither heal nor resolve this tragedy.
