Clear the Ohio BMV backlog: Allow licensed driving instructors to approve new drivers

The Issue

Governor Dewine, 

There are many 16+ Ohioans waiting to get their drivers license. No one can offer any information as to when this may occur. The longer we wait, the longer the wait will be! The backlog will be unimaginable. 
Many, many families depend on the income made by the teenagers in their home. While the parents are driving their kids to and from work, they are most likely missing out on their own hours at work. Public transportation is not offered in many Ohio counties!

 Let’s not forget, there are many Ohioans that are 18+ waiting to get their license as well! This will affect many Ohioans in the fall, when schools resume! Also, many high school students take college courses off campus. How will they get to and from? 
While no one is sure why tests have not resumed, because we aren’t being told anything, let’s not forget that other states have figured out a safe way to perform them. Indiana and Pennsylvania are allowing third party companies to perform the test. This company is usually an approved driving school. Licensed driving instructors are more than qualified to pass/fail a driver. Students are currently obtaining their 8 hours of drive times, with an instructor, while both the instructor, and the student wear a mask. This is being done safely and effectively! 
Wisconsin is approving drivers with a 50 hour signed affidavit, all hours are behind the wheel with a parent. Ohio already requires this!! 

Yes, we realize these are unprecedented times and it won’t last forever, but it seems that if it’s safe to drive with an instructor for 2+ hours, it’s definitely safe to take a 15 min driving test with a testing examiner. And if there aren’t any examiners that feel safe doing this in Ohio, let’s allow the driving instructors to do it! And ASAP!
