Change laws in Michigan to help Cats and allocate resources

The Issue

I'm writing the governor of Michigan in regards to resources and shelters in regards to cats, Currently there is a law on the books from 1919 that only addresses dogs . The fact of the pandemic and the memorandum being lifted there is a huge capacity of cats and dogs that are being neglected, locked in homes&  left to die. There's not enough rescues or animal control services to help these animals. So

  what can we do about this ? Where are the funds or the resources to help this problem?  I recently moved to Flint  Michigan from Sarasota Florida we don't  have those kind of issues.  There's an animal control they open up  early  they take cats, they come and get cats they set traps for cats.. I'm going to say that this area is next to a third world country. I've only seen the level of neglect in this area that I've seen in Egypt online or  somewhere that doesn't have access to vet care or resources. AS IT STANDS there will only be more blight and suffering for these animals. The Cats need a shelter and a allocation of funds set aside for TNR and other programs. I'm willing to canvas network and rally together for cats and I'm willing to put action behind my work. We need these policies or practices addressed if we can't be more humane to the most innocent ? What is the point of animal shelters to begin with ? To alleviate suffering. ..  I will be asking future candidates on their stance of cat welfare in particular.
