Currently in Kentucky, those with disabilities cannot attend a day program or long-term care facility, without waiting for the Michelle P. Waiver to open up. There is an 8-10 year waiting list. To be approved by another waiver is only if the disabled has a severe medical issue. This disqualifies all the disabled people that have a learning or other type of developmental disability. 

Because of the wait, so many Kentuckians are left home to fend for themselves and the burden remains on the families. Everyone has a right to social interaction, job training and skill development.
