Open full MTA service back up! Essential Riders & Employees need room to Social Distance!

Open full MTA service back up! Essential Riders & Employees need room to Social Distance!
The Issue
I'm not understanding the NYC Mayor and NY Governor's MTA stance.
NY State and City Government has said they will not shut the MTA down, as they need it for nurses, doctors, police, fire and other essential workers to get to work.
Thus, leaving NY MTA mass transit running for essential workers is very important.
Since shutting it down is not an option, and obviously that is not going to happen, at least give these essential riders more room for separation; to social distance.
The MTA is indeed suffering from staff shortages and this has put the system under stress, much like the hospital system.
However, unlike the Hospital system, the MTA is not reaching out to other cities not as severely effected to recruit experienced help, nor has the city made the call for any retirees to come back into temporary service to help the cause.
Instead the MTS is reducing service as their approach, which obviously is not working.
Threatening essential workers who must get to work with fines, is not the answer.
The City and State Government states that money expenditures will not supersede peoples health needs... "Every Life is Relevant".
We are told "Social Distancing" is mandatory.
Just weeks ago, the NY MTA was running a full service schedule, thus allowing room for social distancing on the buses and trains.
Then this past week the NY MTA goes to a reduced schedule to save money, as the demand reduced, thus effectively giving riders no choice but to now have to ride on once again crowded buses and trains.
What happened to peoples health over money expenditures?
The MTA's policy has now made the Mass Transit system much more risky for its employees and customers!
