The Issue

PETITION FOR TRANSPARENCY, PUBLIC ACCOUNTABILITY, AND INDEPENDENT AUDIT OF CITY & COUNTY GOVERNANCE IN SALINA, KANSAS

 

 

 

 

We, the undersigned residents and concerned parties, respectfully submit this petition to request an immediate, independent, third-party audit into the decision-making, financial management, procurement processes, and administrative actions of the Salina City Council, Saline County Commission, and relevant municipal offices.

 

 

 

 

Our community has witnessed patterns of conduct that have raised serious concerns regarding the integrity, impartiality, and transparency of local governance. The public has a constitutional right to expect that elected officials act in good faith and in accordance with their fiduciary duty to the citizens they serve.

 

 

 

 

Over time, multiple credible observations and reports from community members have suggested the following concerns:

 

 

 

 

potential favoritism in the awarding of contracts and distribution of city or county resources;

 

 

 

 

decision-making that may prioritize private or political interests over public welfare;

 

 

 

 

irregularities in administrative documentation and contract handling that merit verification;

 

 

 

 

a growing perception of opacity rather than openness in governmental operations.

 

 

 

 

These matters may constitute failures in ethical standards, public accountability, and adherence to statutory obligations — and as such, they warrant impartial examination.

 

 

 

 

This petition is not an attack on individuals — it is a lawful request for verification, transparency, and restoration of public trust. An independent audit conducted by a qualified external agency — such as a state-level auditing authority or certified municipal auditing organization — would:

 

 

 

 

confirm whether procedures have been followed appropriately;

 

 

 

 

ensure all financial and contractual actions meet legal requirements;

 

 

 

 

identify any structural failures in oversight or governance;

 

 

 

 

provide recommendations for corrective actions and policy reforms.

 

 

 

 

We call upon our city and county leaders — including the Mayor, City Council members, and County Commissioners — to publicly support and facilitate this audit process, demonstrating commitment to honesty, accountability, fairness, and lawful stewardship of public resources.

 

 

 

 

The residents of Salina deserve a government that is answerable to its people, not insulated from them.

 

 

 

 

Therefore, we ask all community members who value transparency, ethical leadership, and public accountability to join us by adding your name to this petition.

 

 

 

 

Together, we affirm that no office is above scrutiny, and no public institution is exempt from accountability.

 

As the audit proceeds, full cooperation from all involved parties is not only expected, but required under Kansas law. Transparency is a hallmark of honest governance. If the City or County, or any associated individuals, have operated properly, then disclosure should present no difficulty. Conversely, hesitancy or non-cooperation would inherently raise public concern about the integrity of the systems being examined.

 

 

 

We hereby request complete and unimpeded cooperation pursuant to K.S.A. 45-216 and related provisions guaranteeing public access to records and governmental transparency. Any obstruction, delay, evasion, or failure to comply will be interpreted as contrary to the principles of open public governance and will further substantiate the need for intensified review, as permitted under K.S.A. 75-1125 and related audit statutes.
