JOIN US TO WALK THE QUEEN'S CHAIN ON THE SITE ON SUNDAY - Meeting at 6:15 am at Marjories, Cas en Bas

We are told Approval in Principle has been given to the Cabot Saint Lucia development proposal and that "permission was granted to do clearance on the site".
What we question is (and have written to the Development Control Authority to ask) was permission granted to do this level of site clearance which according to the PHYSICAL PLANNING AND DEVELOPMENT ACT of Saint Lucia, constitutes "development". 
If it was, how does that fit with the Planning Regulations, the laws under which development is controlled? The Act states that this constitutes starting the development, which is NOT allowed until full approval for the development has been given. 
We wrote twice to DCA and are awaiting a response...We don't want to call and be told on the phone, we want a written response that clearly states what procedures have been followed and what specifically has or has not been approved.
