Agriculture is the only profession that feeds the world, regardless of any abstract strata. I proudly woke up every morning, being a citizen of a state blessed with beautiful minded people, tremendous unexplored resources and cultural heritage; dreaming to mark a deed for the society in the agricultural sector, holding a degree in B.Sc. Agriculture and M.Sc. Agriculture with much work and passion for the profession, so does all my colleagues.
Our state has a total of around 1200 agriculture/horticulture & allied subjects students, I on behalf of all the students holding/pursuing degrees want to draw your legitimate concern regarding the matter which I would like to summarize within my limited knowledge of recruitment rules and regulations.
The discrimination game, triggered on 20th April’2016, in the recruitment process of 18 AAO’s and SMS’s (Assistant Agriculture Officer & Subject Matter Specialist) in the Department of Horticulture & Soil Conservation (Government of Manipur), regretfully the order from the department on 28th November 2016 shook the minds and hearts of all the agriculture/horticulture & allied subjects students of our beloved state, Manipur.
As per the recruitment advertisement, the regularized 18 AAO’s and SMS’s were recruited to work as Horticulture Assistant/Field Consultant under the MIDH (Mission Integrated Development of Horticulture) solely a central scheme under the Ministry of Agriculture and Farmers Welfare, GoI; purely on contractual basis for six months only which interview was held on 25th April 2016, 10 A.M. On the verse of completion of the contract duration (six months), regularization (28th November 2016) of the contractual staff to AAO’s and SMS’s (Assistant Agriculture Officer & Subject Matter Specialist), a second class gazetted officer rank, without any open recruitment process which violates the recruitment rules issued by the Government of Manipur on 25th July, 2012.
To minimize the words and distortion of my message from many sources, I would like to bring your concern towards the light of earlier recruitment; an open examination for the deserving degree holders was held in early 2015 (Ref. MPSC Advt. notified on 8th November’2014) by the Manipur Public Service Commission for the post of 32 AAO’s Department of Horticulture & Soil Conservation (Government of Manipur) which paved a fair way to compete for the said post. Meanwhile avoiding comfort sleep all the student take their stake of books in front and wait for another recruitment to be notified dreaming to serve the state in agricultural sectors. Unfortunately the contrast happens, leaving everyone’s hard work like a pointless dream. The future of Manipur’s agricultural sector solely depend in the young minds and blood of the doomed 1200 students whose pursuance of degree and passion fades day by day.
In lieu to aggressive action, we condemn with peaceful sit-in protest and open press meetings but our voice is like dust in a traumatic wave in present mode of protesting scenario. Our honest approaches and steps in provoking the issue seem effortless and aimless without the help of a true leader. I have no intention to make it a loud issue but your kind concern in resolving the issue will guide the young minds grow and serve, for a better Manipur.
MS Swaminathan, the father of Indian green revolution once quote “If agriculture goes wrong, nothing else will have a chance to go right in the country.” My firm belief still holds in his words which drive the passion not only for my individual concern but speedy resolution would be a stepping stone for the system towards an agriculturally progressive state.
