The rape of minors has reached alarming levels in India or perhaps it's just the reporting that has increased. Reading many a former porn addicts' stories and / or the stories of men and women in porn industry, - a. Many of these people had come in contact with porn or pornographic material at a very young age. Or b. They have been sexuall abused at a young age. Or c. Both. When FBI had busted a child porn ring a number of years ago, they found material where children as young as 12 months had been abused. Please note that - a. Pedophilia has been there in the years before motion picture or photography was invented. But, b. Many of the addicts will confirm a thorough progression from simple hardcore acts to all kinds of 'abusive porn' addiction which eventually more often than not leads to acting out. The movie shame clearly documents this behaviour.  While the movie only documents (I haven't seen the movie) to the extent of exploring unholy sexual acts such as homosexuality and sex addiction associated with changing partners every very often, it is only natural that this progression ends up at the door step of beastality and child porn for some. It is well documented that child porn rings target porn viewers to suddenly, mistakenly gain access to child porn and the child porn network which is hidden from general public (lest they are found out) and thereby are able to gain / trap some.  The western countries have good law enforcement agencies which even though perhaps are not able to protect all of the victims or capture all of the rings, their agencies still have the willingness, funds and belief that makes child safety possible. The west must start believing, as was warned by their religious predecessors in the earlier eras who campaigned against making porn accessible, against dangers of smoking and alcohol that there is danger in interpreting freedom of expression as a license.  In a country like India, the law enforcement is still rudimentary to a large extent and quite haphazard. This is aggravated by privileged, mafias, nepotism and a system where all are not equal before law in a practical sense. In this climate, porn is rampaging our youth and everyone who has access to it. And one shouldn't be surprised if child porn is being accessed by many of these users. And one should also remember that even if 1% of population of India are addicted, it's a staggering 10 million!!! And that should concern us and our governments.  Therefore, restricting porn, is not question of why, it's a question of when before generation after generation are lost to the epidemic. There is a reason why Indian government allows access privately but you cannot disseminate or distribute the material. 'Shame' and the addicts would confirm distribution and dissemination are logical progression from private use. If government doesn't act, God save India !
