On November 7, 2020 26 Haitian nationals legally entered Guyana via Barbados of their own accord. As citizens of a CARICOM nation, Haitians are legally entitled to travel to and stay in Guyana for up to six months, hassle free. This is outlined in the freedom of movement provisions of CARICOM’s Revised Treaty of Chaguaramas. Despite these well established conventions, the Government of Guyana not only detained these Haitian citizens for the past three and a half weeks, but has since ordered the Guyana Police Force to authorize their deportation back to Haiti.

While the initial arrest was an immediate violation of their individual and collective human rights in clear contravention of regional norms, without clarification from the Government of Guyana, the detention and deportation stands as a deeply problematic expression of the worst kind of xenophobic, anti-Haitian sentiment that has plagued our region. If CARICOM insists that it is a "Community for All", it must make it clear that it includes Haitians, and stands firmly against any discriminatory treatment based on nationality. We the undersigned call on the Government of Guyana, the Caribbean Community (CARICOM) and the Chair of CARICOM to act now to ensure the immediate release of the Haitian travelers detained in Guyana as well as an explanation as to their initial detention and subsequent call for deportation.
