Hault sport angling next to the "Fish Ladder" on the historic St. Andrews Lock & Dam in Mb

The Issue

Each year, hundreds upon hundreds of American White Pelicans congregate directly below the St. Andrews Lock & Dam. They do so with only one purpose in mind. To gain easy access to the abundance of fish species that also congregate below the structure. 

Recreational sport anglers also frequent the same area, for the same reason. However, all to often the "sport angler" cast their fishing line directly into the area where the pelicans are foraging. This often results in a pelican becoming entangled in the fishing. All to often these birds are injured in the struggle and on occasion they sccumb to their injuries. 

Based on the injuries these birds are subjected to, I have asked the federal government, they stop public access to a small portion of shoreline directly below the Fish Ladder where the pelicans are foraging. To date the government has refused to do the right thing. Sighting that it is up to the Province of Manitoba to uphold the provincial Wildlife Act. The province simply passes the buck stating it falls under federal regulations, therefore the federal government should address the problem. Clearly a case of one governing body passing the responsibility to the other. Meanwhile there is no resolve and the pelican continues to be persecuted. 

The simple solution, "close-off that small portion of shoreline to sport anglers."
