As I travel and tour around NYC I have seen over 20 homeless pets sitting on street corners huddled with their homeless owners. Every animal I have seen is snuggled against their owner to loyal to leave but also suffering greatly. The homeless especially the elderly cannot seek shelter especially with this upcoming frigid wet DANGEROUS conditions because pets are not allowed.  We could greatly, probably by 50%, see a reduction in homeless forced to live on the streets if they could seek appropriate available shelter with their pets. IT IS TIME TO MAKE THIS CHANGE.
