After the storey of the horses being raced on the A127. It is likely this horse was very badly injured or even killed. 

The police have no reason to approach these people, who ride their horses on the public highway but If micro chipping was a law, it could give them good reason to check the horses details and ensure they are registered and discourage the horse owners using these animals for illegal racing.

I am asking the government to enforce a law where all horses are chipped and registered. 
people that own a horse should follow the same rules as a dog owner.

A horse will have to be chipped and have a registered owner, if they are riding a horse on a public highway, it can be checked to ensure the animal is registered and also keep track of who and where these horses are kept!

Horse owners must also have registered their horses microchip details on one of the authorised databases.

Horse owners are also required to keep their pet’s details up to date with the database,As well as being microchipped.

Owners who do not get their horse microchipped and registered with an approved database face a fine.

The only exception to this law for horses are those who a vet believes should not be chipped for health reasons.

If you rehome your horse to someone else, you must give the new owner the correct microchip registration paperwork so that they can contact the database and register as the horses new owner.
