It is time for Mississippi to protect domestic animals rights. No dog should be allowed to sleep in an unheated space during below-freezing temperatures. Cats and dogs should be brought into a heated space during life-threatening cold conditions. This is a minimum requirement of pet ownership the same as providing food, clean water, and shade from the sun in the summer. 
There are many states with wonderful animal protection laws on the books, it is time for us to come out of the dark ages and protect ours as well.
