YouTube has somewhat reversed their position, but its not enough.

You can now give individual users on YouTube permission to edit captions on your videos. This is a step in the right direction, but it is still a far cry from what community captions provided. We've made enough noise that YouTube is willing to meet us halfway, but please continue to speak out and hopefully they'll allow us to re-enable full community captions.
