The Issue

Android is an open source public code that app developers can use to build apps for any Android device, however, distributing apps is made almost impossible unless it is available on Google Play. For safety, the option to allow installing apps outside of Google Play on any Android device is disabled by default.

Anyone can upload an Android app to Google Play after paying the $25 (USD) for a developer account. Apps uploaded maybe against Google´s policies and it can take thousands of installs before Google´s system finds a malicious app and removes the offending app. So, if an unsafe app can be uploaded and installed on thousands of devices, what actually warrants the third party app installation warning?

Google use an automated system for their Android market that many genuine developers have fallen foul of, an automated system automatically terminating developer accounts for apps that do not break any terms and are not malicious in any way, whilst the market still has apps that are installed thousands of times that are breaking Google Play terms.

When a developer has his or her account terminated and lose an appeal, they are told, by an automated system, that any further correspondence will be ignored and Google recommend distributing apps elsewhere then Google Play. This happens to many genuine developers who have developed apps that thousands of Android users enjoy and are not malicious and do not break Google Play´s terms. It is the automated system that Google employs that is at fault and it is destroying an open source code, livelihoods of many developers and is unfair against any other Android app market, creating a monopoly out of an open source public code.

I and many other Android developers would like Google to change their system and put it inline with iOS, who employ a team of human technicians to monitor every app that is uploaded to the iOS marketplace before it is made available to the public. This would prevent any further developer account terminations and also prevent any malicious apps appearing on Google Play.

If Google agree to this, I would also like every developer that has had their account terminated to be given a fresh start and to be able to upload and distribute their apps on the Google Play market with the agreement that every app uploaded will be inspected by a team of staff employed by Google to ensure that each app meets the Google Play terms before going live.

If Google disagree to implement exactly what their major competitor have already enforced, then I think it is only fair to remove the warnings from installing an app outside of Google Play.
