Honorable Gobernadora Vázquez Garced,

Como usted bien sabe, los animales atrapados en el ahora inoperante Zoológico Dr. Juan A. Rivero —cerrado por años desde que el gobierno federal revocó los permisos de uso luego de una serie de matanzas inhumanas a animales (AP Press, CBS News)— esta corto de fondos, tiene problemas comprando comida, ofrece un cuidado médico ínfimo y ni tan siquiera cuenta con un área en el que un veterinario puede atender a los animales.

Usted también sabrá que hay santuarios en los Estados Unidos que están más que dispuestos a brindar una mejor vida a estos animales, sin costo alguno a Puerto Rico. Estos grupos han visitado la isla para reunirse con usted. Incluso han demandado al gobierno para forzar a Puerto Rico a honrar su propio contrato de transferir la elefanta Mundi a un santuario en los EE.UU. donde sería debidamente alimentada y podrá finalmente ver a un doctor. Ha sido materia obvia desde los tiempos de su predecesor que estos animales necesitan desesperadamente ser rescatados y que muchos animales han muerto o han sido sacrificados inhumanamente a manos de empleados públicos durante los últimos años.

Ya estamos pasados de tiempo para que usted se deshaga de la ilusión de que estos animales están siendo cuidados correctamente, y que a la misma vez continuarán generando ganancias para el Gobierno de Puerto Rico. Este zoológico ha estado en decadencia por más de 20 años, y tocó fondo hace tres. Es hora de que el Gobierno de Puerto Rico asuma la responsabilidad como adulto y transfiera a los animales que todavía están vivos a una organización que de verdad les brinde un buen cuidado. 

Los permisos federales fueron revocados en 2017 por el Departamento de Agricultura de Estados Unidos (USDA).
Los fondos del gobierno local se cortaron drásticamente de $526,498 cada año a $23,385,
2017: 800 animales estaban vivos en el zoológico (récords del USDA)

The Juan A. Rivero Zoo in Mayagüez, Puerto Rico has killed over 500 animals in the last three years.

Dear Honorable Governor Vázquez Garced,

As you are very well aware, the animals trapped in the defunct Dr. Juan A. Rivero zoo, that has been closed for years since the federal government took away the permits due to inhumane killings (AP Press, CBS News), is underfunded, has problems affording food, offers extremely little medical care, and is not even equipped with an area for a vet to see the animals.

As you are also aware of, there are sanctuaries from the States who are willing to help give these animals a good life, with no cost to the island of Puerto Rico. These groups have come to the island of Puerto Rico to meet with you, and have even sued the island of Puerto Rico to try to force the government to honor their own contract to transfer Mundi to a sanctuary in the States where she will be fed and can actually see a doctor. It has been obvious since the days of your predecessors that these animals desperately need to be rescued, and many animals have died, or been inhumanely killed by government workers, in the last years.

It is well past time for you to drop the delusion that these animals are being maintained humanely, and that they will ever continue to make a profit for the government of Puerto Rico. This zoo has been in decline for 20 years, and hit rock bottom three years ago. It is time for the government of the island of Puerto Rico to take responsibility like adults, and transfer the animals, who are lucky to still be alive, to an organization that can actually care for them.
