RSPCA & WHW must be accountable when animals are at risk and no action is taken. We demand that more education of animal suffering is undertaken. A horse with a spine and ribs showing is at risk as is a dog. Unsuitable housing and lack of nutrition must be taken seriously and the animals removed immediately. The enforcement officers need more power and back up to do the job and should not wait until the press and media are involved before acting. Animals should be treated with the same 'at risk' guidelines as children. ALL officers must be required to carry out CPD on up to date animal welfare and body scoring. Laws to prevent animals under age ( below 3 years) being worked should be enforced and these laws MUST apply to everyone in the UK no matter what religion, nationality or background.
