The acute water crisis and erratic climate shifts in Bharatpur, Rajasthan (India) serve as a baseline warning: if we do not act immediately, future generations will inherit an unlivable planet.

 

To eliminate administrative inertia and root out the deep-seated corruption in traditional afforestation drives—where trees exist only on paper but land remains barren—a secure, transparent, and technology-driven framework has been drafted by Rahul Singh (Bharatpur, Rajasthan, India). This is not just a seasonal tree-planting drive; it is a global, tech-backed movement for ecological survival.

 

Through this petition, we demand the immediate implementation of the following Global 3-Point Policy Blueprint:

 

1. 12-Month Permanent Employment for Youth (Global Green Jobs):

Appoint local youth in every village as 'Environment Protectors' (Paryavaran Rakshak). Their sole responsibility will be to plant, nurture, and safeguard trees on vacant public, government, or common lands. These youth must be paid a dignified, year-round salary funded through State CAMPA allocations or global green climate budgets, permanently solving rural unemployment.

 

2. 'Green FD' and Digital Self-Certification via NTPS for Farmers:

Provide farmers with free saplings to plant along their farm boundaries, accompanied by a 3-to-5-year survival bonus (acting as a Green Fixed Deposit). To eliminate bureaucratic harassment and corruption, integrate this with the National Transit Pass System (NTPS). A farmer will have the right to 'Online Self-Certification'. Uploading a live, geo-tagged photo of a thriving, 3-year-old replacement sapling will automatically trigger the felling and transit clearance for a mature tree, bypassing corrupt local channels.

 

3. Corruption-Free Live Satellite Monitoring & Global Carbon Credit Revenue:

To ensure absolute transparency, the 'Environment Protectors' will upload live, geo-tagged photographs of the plantation sites monthly via ISRO’s Bhuvan Portal or dedicated state mobile applications. Independent global entities like Breakthrough Energy or SpaceX (Starlink) can act as International Carbon Credit Auditors using remote satellite sensing. Aligning this verified satellite data with Article 6 of the Paris Agreement will generate billions in Global Carbon Credit Revenue for executing governments, making the entire model self-sustaining.
